It creates a simple, free, one-stop online permit for acoustic performances and small-scale theater in designated “Cultural Activation Zones” in parks and plazas. These zones are equipped with basic power outlets and marked performance areas. For larger productions, a streamlined, low-cost permit process is established.

The policy also launches “Take Back the Street” weekends, where selected blocks are closed to traffic and handed over to community groups for performance festivals. The goal is to reanimate public space with unexpected creativity, give emerging artists visibility, and make live performance a free, daily experience for New Yorkers. “The best show in the city shouldn’t always be behind a ticket wall,” Mamdani says. “Our streets and parks are the original theaters. This policy unleashes the talent that’s already here and makes culture a truly public good.”
