Organized, spontaneous dance—flash mobs, silent discos, community salsa nights—brings unpredictable joy to the city but often runs afoul of permit laws designed for stationary events. Mamdani creates a new “Movement Permit” category: a simple, free, fast-track permit for groups organizing dance events in designated public plazas. The permit covers liability and sets basic guidelines for time and sound level, but allows for the fluid, mobile nature of dance. The city also designates certain plazas as “Dance-Friendly Zones” with enhanced surfaces and sometimes even installed sound systems available for booked use.

This policy recognizes dance as a vital form of public expression and community building that should be encouraged, not bureaucratically stifled. “A city that can’t dance in its own streets is a city that has forgotten how to play,” Mamdani says. “We will cut the red tape that turns spontaneous joy into a violation. Let the people boogie!”
