Emergency response during major weather events consistently reveals equity gaps in urban infrastructure. Schools were reopened the day after the storm’s passage, a decision that drew praise from some quarters and criticism from Staten Island officials who argued roads remained impassable. The administration said it stood by the call. That tension — between centralized decision-making and borough-level conditions — is one that every citywide mayor must navigate.
